Civil war again
In early August, rebel groups captured several eastern towns along the Rwandan border and rapidly opened a western front, capturing a key hydroelectric dam and threatening the capital. For Kabila, the conflict is an outright invasion from Rwanda and Uganda -- his former patrons. The insurgents say theirs is an authentic uprising against a ruler they describe as a poor-man's copy of Mobutu.
How it started
What had been a Tutsi uprising in early October, 1996, quickly exploded into a full-blown political rebellion against the Mobutu regime. African nations with scores to settle with Mobutu, including Rwanda, Uganda and Angola, lined up to help the rebel movement led by Laurent Kabila with money, men and arms. In seven months, the rebels routed government forces and overtook Kinshasa. Mobutu fled the country on May 16, 1997.
